The French Parliamentary Permacrisis: The Beginning of a Fresh Governmental Reality
Back in October 2022, as Rishi Sunak took over as British prime minister, he became the fifth consecutive UK leader to occupy the role in six years.
Unleashed on the UK by Brexit, this represented exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its fifth prime minister in two years – three of them in the past 10 months?
The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s flagship pensions overhaul in return for support from Socialist lawmakers as the price for his administration's continuation.
But it is, at best, a short-term solution. The EU’s number two economic power is trapped in a ongoing governmental crisis, the likes of which it has not experienced for many years – possibly not since the establishment of its Fifth French Republic in 1958 – and from which there appears no simple way out.
Governing Without a Majority
Essential context: ever since Macron called an risky early parliamentary vote in 2024, France has had a hung parliament split into three opposing factions – left, the far right and his own centrist coalition – without any group holding a clear majority.
At the same time, the country faces twin financial emergencies: its debt-to-GDP ratio and deficit are now almost twice the EU threshold, and hard constitutional deadlines to pass a 2026 budget that starts controlling expenditures are nigh.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his close ally Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.
So much so that the next day, he resigned. After just 27 days in office, Lecornu became the shortest-lived premier in recent French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “personal ambitions” would make his job all but impossible.
A further unexpected development: just hours after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to salvage cross-party backing – a mission, to put it mildly, not without complications.
Next, two ex-prime ministers openly criticized the embattled president. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, promising to vote down any and every new government unless there were early elections.
Lecornu stuck at his job, engaging with all willing listeners. At the end of his 48 hours, he appeared on television to say he thought “a solution remained possible” to prevent a vote. The leader's team confirmed the president would name a fresh premier 48 hours later.
Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?
In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be frozen until 2027.
With the right-wing LR already supportive, the Socialists said they would refuse to support no-confidence motions tabled against Lecornu by the far right and radical left – meaning the government should survive those votes, scheduled for Thursday.
It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is only the beginning.”
A Cultural Shift
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.
A glance at the parliamentary arithmetic shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the RN, LFI, Greens, Communists and hardline-right UDR want him out.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Although, by some miracle, the dysfunctional assembly musters collective will to pass a budget by year-end, the prospects for the government beyond that look grim.
So does an exit exist? Early elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would face the same intractable arithmetic.
Another possibility might be for Macron himself to step down. After a presidential vote, his successor would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.
Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and compromise is not synonymous with failure.
Many think that cultural shift will not be feasible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
